How Recommand serves Cyprus
- Send and receive compliant Peppol BIS invoices and credit notes today - Recommand is a certified Peppol Access Point and SMP, and Cyprus's central government is a registered Peppol receiver
- Register your Cypriot company on the network under its VAT number (9928), checked against the CY + 8 digits + letter format
- Set the buyer reference and buyer company ID on each invoice, so central-government invoices carry the department VAT number or code the Treasury uses for routing
Frequently asked questions
01Is e-invoicing mandatory in Cyprus?
Only in the public sector. Central government has had to accept EN 16931 e-invoices since 18 April 2019 and other public bodies since 18 April 2020. Suppliers must send e-invoices where the tender requires it, which is the case in all new IT and digital tenders from the government IT services department and the digital policy directorate since May 2026. A bill to extend this to existing contracts by ministerial decree went to consultation in March 2025 but has not been enacted. There is no B2B or B2C mandate.
02How do I send an e-invoice to the Cypriot government?
Send a Peppol BIS Billing 3.0 invoice to the central government's Peppol ID 9928:CY90007641D. Per the Treasury's instructions, put the invoiced department's VAT number in both the buyer reference and the buyer's company ID; if the department has no VAT number, put its code from the Treasury's list in the buyer reference and the parent ministry's VAT number in the company ID. A PDF by email does not count as an e-invoice. Suppliers from outside Cyprus can send the same way.
03Which Peppol identifier do Cypriot companies use?
The Cypriot VAT number under scheme 9928, written as CY + 8 digits + a check letter. Existing registrations on the network are not consistent - some appear with and some without the CY prefix - so look up the receiver's exact identifier rather than constructing it. Other public bodies, such as utilities and universities, are separate participants and are not reached through the central-government ID.
04Does Cyprus report invoices to the tax authority?
No. Cyprus has no clearance platform and no real-time VAT reporting system; VAT returns and VIES statements remain periodic. Invoices travel over Peppol directly between the parties. EU ViDA adds cross-border digital reporting for intra-EU B2B trade from July 2030.
