01Is e-invoicing mandatory in Romania?

Yes, and it is already live: B2G through RO e-Factura since 1 July 2022, domestic B2B reporting since 1 January 2024 with mandatory exchange since 1 July 2024, and B2C invoice reporting since 1 January 2025.

02Can I use Peppol instead of RO e-Factura?

Not for regulated Romanian flows. The compliant channel is RO e-Factura - the XML accepted and sealed by the Ministry of Finance is the legal original invoice. Peppol remains useful for cross-border exchange and flows outside RO e-Factura scope.

03How quickly must invoices reach RO e-Factura?

Within 5 working days of issuance, and no later than 5 working days from the legal issuance deadline. Older summaries citing 5 calendar days are stale - the current law says working days.

04What are the penalties for non-compliance?

Since 1 July 2024, a B2B recipient who accepts and registers an invoice outside RO e-Factura risks a fine equal to the VAT amount on that invoice. Issuer-side fines have been differentiated by taxpayer size - non-compliance is expensive on both sides of the transaction.
